The 2025 Legislative Session starts today and we already have an action for you to take! I’ve heard from many of you personally about how hard the dramatic increases to the overtime-exempt salary threshold have been on your organizations. We heard you and are supporting HB 1184 which would lessen the stress.

What does it do?
HB 1184 would take the overtime-exempt salary minimum back to 1.5 times the minimum wage for small nonprofits and businesses (That’s 25% lower!) and keep it there.  This means financial flexibility for small nonprofits (having fewer than 50 employees at any location) and businesses while allowing them to continue serving their communities effectively without being overburdened by the high salary threshold for overtime exemptions.

Why does NAWA support HB 1184?

  • The overtime-exempt salary minimum has nearly doubled for small organizations since 2020. That’s just too fast for nonprofits to keep up.
  • Meeting our missions requires flexibility in when we do our work. We need the option to have salaried, overtime-exempt staff.
  • Nonprofits want to pay equitable wages based on skills and experience. In Eastern Washington, that number is way different. The overtime-exempt salary minimum has no regard for economic differences across the state.
